Loose valve rockers

I had a valve tap in 1990 S10 4.3L. I removed the valve covers, rockers, push rods (individually), cleaned them and reinstalled torqued to 20 ft-lbs. put the covers back on and now it wont start. Timing appears to be off. All 12 rocker nuts went way further in than they were. What did I do wrong?
