96 c1500 5.7 starter issue

Question type: Maintenance & Repair

Had starter checked at parts store. All checked ok but was
not under a load. It only clicks when installed. Tapping does
nothing. Was told needed to be shimmed but that doesn't
make sense. Is it still a bad starter?
