how do i attach the front license plate

it comes with this goofy plastic piece and no instructions

Suggest calling the dealership and asking for their recommendations. Most if not all newer vehicles still have impact sensors in the front bumper for airbag deployment, and you'd be wise to have some advice before drilling for the screws lest you hit one of them. The dealership should be happy to assist you without charging for advice on where it's safe to put the front license plate mount.
