Tire difference

Can I put 155/80 R13 on a car that has 185/60 R14
already on it? What problems could I run into?

the last number is the WHEEL SIZE. You can't but a 13" tire on a 14"

The 13s are already on rims. I just need to know it I can use them. Or someplace that sells 14s cheap so as not to break the bank.
