my dad has 1979 z28 camaro and the exaust pipe has a tube leading for it to the air intake why all ti would do is hurt the performance

It sounds like your talking about an egr tube. If you don't caer about polluting the environment or don't have to pass emission testing then just block off the ports with plates.
