The windshield wipers on my daughters 71
chevelle suddenly wont turn off.  Snyone
have any ideas on how I can troubleshoot
it:)?

I agree. The wiper motor will have a constant ignition (switched) hot 12vdc. The switch on the dash breaks the ground to the motor on older gm vehicles. Chances are you have a bad switch allowing the ground path to make it back to the wiper motor, or the motor is picking up a ground from another source. Remove the switch and this should shut it down removing the ground path. Replace if this is the case.
