could still be a bad new starter....did you adjust it?????

I've been fooled by a "good battery" before. Put a volt meter on your battery with the engine off and see if it's putting out 12 volts. If you have no volt meter, put a set of jumpers on it and see if the starter engages with a jump. If so, I would say your battery may have plenty of juice to run lights, but not start the engine.
