Horn and hazzard lights not working.

I have a 1992 Celica GT and I'm having problems with getting my horn and my hazzards to work. I replaced the 15a horn/flasher fuse as well as the horn relay and still nothing. I bought a flasher relay but i dont know where it goes as I dont have a manual. Can somebody please help me?

i'm imagining that your problem is not a flasher relay unless they come on and stay on without flashing. Try checking all fuses in the engine bay and near the steering wheel. You may have a bad connection to the hazard button try pulling off the hazard button carefully out of the console trim and see if the terminals etc are dirty or corroded. If so clean them and put them back in. From my experience I have found the button is directly related to the blinkers. I pulled out my trim pieces to paint them and disconnected my hazard button when i did this my blinkers didn't come on at all!!!! hope this helps
also about your question i am fairly sure the flasher relay is either under the steering wheel or on the passenger side side panel near the door.
