Over heating

Water no circulating top hose hard
as a rock new thermostat in it

Is thermostat is correct way? If its hard then thermostat is not opening. Which sounds like the water pump is working. Need to pull the thermostat back out, test it in boiling water if it was installed correctly. Was gasket maker, silicon/rtv used too, if so its possible that some worked its way into the passageway, clogging thermostat up.
