My car turns over but won't start what could be the
problem this happened after I ran out of gas?

Try spraying some quick start in the throttle, If that doesn't work, bleed the air out of the fuel line, there's a schrader valve on the fuel line by fuel injectors, hopefully you didn't burn the pump.
