2001 Prius key won’t turn to off/lock position unless battery is disconnected

My 2001 Prius sat for a month and the 12V battery went dead.  After jump
starting it and recharging the 12V battery, it could not be fully turned off to the
off/lock position, so the electronic display was still lit until the 12V battery was
discharged, although the engine was effectively off.  When the 12V battery was
dead, the key could be turned to off/lock and removed.  After recharging the
12V battery, the key again couldn’t be turned to off/lock until the 12V battery
was disconnected; then the key could be turned to lock and removed.  Clearly,
I shouldn’t have to disconnect the battery in order to turn the ignition to
off/lock and remove the key.  How can this be fixed?
