What could be causing the heater not to work during idle in 2001 toyota echo

water pump and thermostat have already been replaced. Flushed heater core already

well the thermostat MUST BE defective as it seems to always be open...should be a good ten or fifteen minutes before it begins to issue hot liquid thru the heater coils~ you know 195 is the usual...you could go with 200 or 205 to make things hotter for your heater core~
