2000 outback non start

Sounds like something spinning when trying to
start....
Im thinking maybe starter motor....

Close, but usually the culprit is the starter/solenoid internal copper contacts, which wear down through use. They're under $20/pr and easily replaced once you get the starter out...meaning the annoying lower bolt, which is sometimes more easily accessed from underneath.
