I have a 2003 Forester that had a 2.5L engine. I replaced it with a 2.0L import engine. This engine now smokes heavily from what I believe is excessive fuel delievery. Is there a solution to this?

I would go to www.subaruforester.org or NASIOC and ask for help. There are a good amount of gurus on the forums. I wish you the best and easiest of outcomes/solutions.
