I have a saturn it is driveable but after like 15 minutes it will start driving like 10 mph

That is probably what is referred to as a "limp home mode". Your car might be going into this mode to protect itself from a catastrophic failure. Have a shop that will just hook up their scanner for free look at that. Some shops that use the terms estimate/diagnose problems will charge for that very simple work.
