02 grand am wont start unless cables are removed for 40 minutes

What could be wrong I have Replaced Battery, fuel pump alternator . Runs fine
after this only occurs if it has set for hours especially over night. then  positive
cable has to be taken off for 40 minutes then it starts just fine.

I assume you mean not connected to the battery right ? DOn't think I am stupid asking for a 22 y/o girl she asked So I am .
