feul pump cannot get

I have cut out the feul pump
access panel and have it unlocked
lines are loose cannot get tfuel
pump to come out

Did you remove the metal ring that holds the assembly in place with a rubber O ring? Use a screwdriver and rubber mallet to knock it loose working around the tabs on the ring.
