The choke cut-off thermometer could be worn out. It is located on the passenger side of the carburetor and is held in place by three rivets. Try rebuilding the carburetor as well. If the equipped engine is the 231 Buick, it should be a Rochester Dualjet and not too difficult of a rebuild.
