my 1998 ls 400 is unstable at high speed, what can I do to stabilize the ride?

also have ur mechanic check the front and rear strut bar bushings and the rear transmission mount as these are common issues...

Are your shocks caput? Push down on the front/back end while parked, does the car keep bouncing? 312000 km on my 91 LS400 and it still handles incredibly on the highway. I suggest balancing tires, checking alignment, ensuring there is no/little play in your suspension and steering.
