Van putting

Problem first started I can drive but then
getting into second gear it'll start putting.
Van starts, after a while idols to 1 1/2 .  I
was told one tube from the radiator is hot
and the other one is cold.

That is normal on the radiator hoses. The hose that is cool is the cooled down coolant going into the engine to keep it running at operating temperature, and the hot hose is the heated coolant coming out of the engine going into the radiator to get cooled. down. So, there are a number of reasons for the puttering. Could be a plugged catalytic converter, could be a Throttle Positioning Sensor for the high rpm, could be something wrong with the EGR system. What you would do to find out is to have the vehicle scanned for any trouble codes. This would let you know where to look for the problem. You probably should just take it into a shop to be looked at.
