Please help

I recently had my water pump changed. The
mechanic said that he put the timing belt at top
zero. When I went to start it. It didn't turn on. He
redid the timing belt three times and still nothing.
He told it could be the fuel pump or fuel pump
relay. Well I found out that a 92 es300 has no relay.
So I changed the fuel pump. Still nothing. Check
starter good. Put new rotor,distributor,wires and
spar plugs. Still nothing but while changing spark
plugs I smelled gas. In the spark plug well. Like it
wasn't igniting. Can someone please help with an
explanation.

You are not at TDC, you have to line up the crankshaft TDC and the insulation mark, this should give you a good idea !
