what causes a power surge in 2003 nissen altima

If it is what I think, it may be the voltage regulator in the alternator going bad.

The headlights come on super bright like floodlights, the heater / defrost fan super fast, the check engine light comes on - this only lasts a few seconds then everything back to normal

Yes the voltage regulator in the alternator is causing this. Need to get it fix or you will start burning thing up, light bulbs, computer damage and such. The alternator can be repaired if you have starter & alternator repair shop, or you will have to get a new one.
