while in park, my 90 ford bronco shifts fron 8000rpm and 9000rpms,,,help

when driving in D it shifts from one gear to the next prematurely....could this be need for throttle valve adjustment.  If so, who can fix it better, a regular motor mechanic or a transmission repair shop?
