tempature gauge

i changed clutch in my 92 ford tempo put all back together and my cooling gauge is going down not up

is it overheating? is the accessories belt on right. could have jumped the belt off of the idler because the idler is worn and the water pump and power steering stopped~you should look at the component belt at this point and put a new one in there, new spring loaded tensioner~
