My engine light won't go off I was told to check the fuses which ones do I check

My engine light stays on were trying to find out why do you have any suggestions.

A CEL is not lit up because of any fuse(s) A fault has been detected in the OBD (On Board Diagnostic) system, mandatory on any US car sold on or after Jan 1996. The port must be within 3 feet of the steering wheel and require no tools to access (that does not mean it's not hidden however) and you plug in a scanner and get codes to point you to the fault

However, http://www.ehow.com/facts_7845542_obdii-1999-mercury-cougar.html -- contradicts this. It says under the dash drivers side.
