2016 Passat won't shut off

My daughter has a 2016 Passat, when she got to
work this morning her car wouldn't shut off.
Someone disconnected the battery for her. What
would cause this issue?

If this car is a diesel, they are turned off by a solenoid or actuator that cuts off the fuel supply and it stalls or stops. In other words there is an electric fuel valve that's not shutting off the fuel to stop the motor. You can move this level manually on/off until you get it fixed. BUT gasoline engines are not built this way.
