Lights flashing after starting

When starting my daughter's 2015 Toyota Corolla on a cold start, the engine
will start, however the headlights and several dash lights will start flashing
and the turn signal will start clicking.  If you turn it off, the alarm horn starts
beeping.  If you let it run, it lasts for about 15+ seconds then it stops.  If you
let it run for a few minutes and then try and start it, it does not do it.  Is this a
low battery warning?

my 2014 corolla did the same thing today. did you find out what was wrong?
