Ive changed battery an fuel pump still want crank

Lots of possibilities, no fuel pressure, bad starter, bad relay or fuse in electrical box(es), Sounds electrical. Anti-theft system issue, ignition switch issue or wiring to it. Wiring issue in any of these systems or in/around fuse box or ECM. Any check engine lights on? Start with codes if any and start with eliminating fuel, air or spark issues.
