minimum speed for cruise control?

what is the minimum speed I should use cruise control  in flat roads?

I only use cruise control when on the highway when doing 60 to 70 mph however cruise control can work as low as 45 mph or so. I would never advise using cruise control on city streets as inattention might very well lead to an accident.
