On my 1995 Crown Victoria several times now I start car and engine starts and
runs fine but nothing else electrical works; no dash display, radio, A/C or
anything else.

Go to Crownvic.net, tons of topics on instrument cluster power issues. Could be a grounding issue, bad interior fuse box, or even a bad BCM.
