Tensioner pulley

Had water pump replaced today when they went to
put the belt back on the tensioner pulley won't
move what can be wrong

They get oxidized inside and the spring gets bound up. Hope it was replaced. Good Luck!

Brian is right but also make sure you are torqueing it in the right direction. It's spring loaded one way. The other way is a dead stop.
