'99 cherokee A/C fan problems???

I recently bought a '99 cherokee; my first one. I have noticed that the secondary, A/C, fan kicks on and off quite frequently. It kicks on and off every thirty seconds, if that. It kicks on and off all the time, even during warmup. When the car is cold, the A/C fan immediately kicks on and off. I'm not sure if this a problem or if it designed that way. If anyone knows anything about this, any information would help. To describe it a bit better, the fan kicks on and runs for 15-20 seconds, then it kicks back off. It's off for maybe another 15-20 seconds, then it kicks back on starts over.

I bought my 99 Cherokee brand new and it has always done that. It has never caused a problem.
