I have not purchased a car in 15 years. Things have changed I want to know if the price for used cars is negotiable ? Is there a "no Haggle" salesman ? .

There is no "no haggle" seller that I know. Unlike new vehicles, which have a mfg. MSRP, used vehicles depreciate individually according to many factors (condition, mileage, appearance, location, popularity, demand/availability, options, equipment, warranty and many more). If you like the seller's asking price, buy it. If not, then make an offer. .
