2013 vw passat has check engine light on and EPC light was on now off car when accelerating sounds like a small plane and is sluggish what could cause this?

The EPC light indicates that there is a problem with the throttle control system and this is probably the cause for the car running sluggish. The EPC code is stored in the computer's memory and is probably why the check engine light is on, you will have to pull the codes to see if there are other codes as well.
