Car won't start but all power is on won't charge

got off work went to start my car and it wouldn't start. lights, radio, power windows all worked. The horn however, did not. got a jump that did nothing. Eventually the horn began to work but the car still will not start. turn ignition and there is a click but no turn over

it needs anew battery and cables cleaned your horn gave it away.
