The fuel filter makes sure no large particles get into your fuel system and can become restricted/ clogged which leads to power loss under high load situations (eg. driving at speed). What kind of noise at startup? Clicking/tapping/metallic sound? Or rough starting/popping sound? What area of the vehicle does the sound come from?

To try and help you the best i can without physically hearing it i would ask that next time you hear it to pop the hood and listen there and underneath the engine, if not there listen for sounds from under the car it could possibly be something in the exhaust. Ill check in tomorrow evening about the same time to see if you've responded

Sounds like it's due for a change. You may want to consider a routine tune up including spark plugs, fuel filter, belt (and pulleys/ tensioner if worn/ weak) and air filter unless you know any of it is new. Its great you've tracked down the noise but i don't believe it's the cause of your original problem of not being able to get passed 70 (kph?)

While your belt is off you'd want to spin the alternator by hand and see if it squeaks, if it does thats probably your nose
