Is the blower motor for the a/c working. Air should be blowing out somewhere if it is.

If the air is blowing, but not out of the vent then the door within the dash is probably broken which redirects the air from the dash to the floorboard depending how it is set. It could also be the small actuator motor which actually moves the door. Check out the internet for repairs to the 96. On newer models the entire dash has to come out to effect the repair.
