air conditioning

2011 hondi elentra air conditioning does not work , fuse and relay checked , pressures good , air does not blow cold air until you rev it up to 4000 or so then back to idle then everything works like a champ till shutting engine off then back to original problem any ideas

thank you for the quick reply dont know the history on this car , makes since to me the car went to a shop last week for full service on the air, the mechanic couldnt find the problem but did tell me about revving it up to make work ???? so if what you say is true Im looking for a new mechanic in the morning thanks again
