Fuel vapor valves

My 1997 ford explorer won't pass inspection because the NY DMV emissions computer read out says there is a recall notice for a fuel vapor valve. My local ford dealer says there was no recall for this part on the 1997 explorer.
who should I believe?

DMV computer probably says that the fuel vapor valve is defective. This is called the evaporative emissions system "Evap purge solenoid" or similar. I would believe dealership.
