dash instrument panel not working and gas comes out of top of tank when I fill it

So 2 days ago my instrument panel quit working can't read gas speed
nothing at all I changed every fuse I can think of it is a 1997 ford
expedition I just bought it a little over a month ago please help I can't
afford to replace the whole thing and my gas pours out of the top of
the tank when I fill it idk what to do I can't tell if I need gas because of
the gauges and when I put gas in it is just wasted on the ground

If gas is coming out of the top of the tank and you don't mean the filler tube, You have a bad gasket on the fuel pump. There are several You-Tube videos on replacing the pump. Remember, you are working with gasoline! make sure tank is as empty as possible and work in well ventilated area when you pull the tank.
