can an insight be towed 4 down without transmission damage

yes on a flatbed lol and why are you worried about the belt if its being towed?

There is almost no automatic transmission that may be flat towed without removing the driveshaft. The pump is normally on the input shaft, and with the engine off the fluid will not circulate allowing it to overheat. That will kill a transmission in short order.
