1997 ford escort basic wagon won't pass inspection because of misfire on
cylinder 3. Replaced spark plugs, coil pack, and fuel injector

Have you checked compression. On that cylinder ? Low or no compression. Will cause that dead cylinder issue .it could as simple as carbon keeping the valve from sealing or as complicated as needing a engine or engine rebuild . Have you verified the injector is actually getting it's power /ground i.e. by noid light or test light? Ignition control modules can also cause issues with cylinder misfires on those models . Sorry couldn't be more help but it's going to have to be chased down . Good luck
