Can I reroute the serpentine belt on a 1998 Honda Passport without the AC?

Not the same belt. If you are deciding to just eliminate A/C rather than spend money to fix it, you really need an idler replacement for where compressor was. Getting a shorter belt and ignoring the A/C pulley spot throws off the side of the belt on all pulleys.
