Honda Accord 95 steering wheel problem

My steering wheel just moves around and
around left and right but will not move my tires
but it's also making a click sound from the
upper part

Steering wheel has a coupler (like a universal joint) connecting it to the rack, if that coupler is loose you'd have symptoms like yours. You may also have a bad rack and pinion, or even bad tie rods. Open the hood and find where the steering shaft run down to the rack and pinion. Have someone turn the wheel while you watch. If the upper part (closest to firewall) turns and u-joint or lower part does not, it's a bad coupler. If steering shaft turn where it meets rack and the steering linkage does not, it's a bad rack. If steering linkage turns, but wheels do not, it may be bad (like really bad) tie rods. Note, sometimes that coupler is up high enough to not be visible with firewall in the way. If you're not up to diagnosing or fixing this, tow it into a shop.
