Is the header panel and headlights from a 2000
ford windstar interchangeable with a 1998 Ford
windstar ?

Your generation is 1995-1998. Second generation is 1999-2003. So no, it won't fit.

1998 is a one year only part. 1999 and 2000 are only interchangeable with each other only.
