How do I stop the hot air flow coming from drivers side when I roll down windows?

I replaced both actuators and heater and air conditioner both work fine and all my controls seem to be working correctly.  Except when I have the climate control off and roll down the windows hot air is blowing into the cab from under the dash/steering wheel

It;s probably the rotary selector switch .. they use both vacuum and electricity to select mixers ... The "O" rings get hard or expand and it blocks the orifices
