2000 ford explorer xlt pats code 12 saying my pcm is malfunctioning.

My anti theft light is flashing rapidly.  I only get 5 volts at my
fuel pump? The pats code is 12 and says my pcm is
malfunctioning.  I have got the truck to start a few times
and even ran for half a day after fully charging the battery.
Anyone know why this might be and what I should check?

Check fuel pressure. At idle - 30 to 45 with hose attached, 40 to 50 detached.Fuel system hold pressure after five minutes - 30 to 65 psi. Max pressure 65. Checking the relay is to involved to explain here. Same goes for the PCM. You'll need an ohm meter and specs to check PCM and proper voltage at fuel tank harnace connector.
