Do i need to change pump? Ichanged the outside fuel filter and if i take gas line off fuel rail gas comes out. But when connected i tested with pressure gauge and it read 0 tje whole time

There is always residual fuel pressure in the fuel rail, assuming a working pump. (the trick to removing the fuel rail or components is to remove the fuel pump relay, then crank engine until fuel pressure in the rail drops to zero, then you can safely remove parts.) If you are getting fuel to the rail but no pressure then you might have a bad pressure regulator.
