Is there a blow out plug on the transmission if u over fill it on a 1995 dodge Dakota 2wd?

You have a couple options - a hand pump that connects to dipstick tube and siphons oil out (goes by the name of "extraction pump" or "DIY oil change pump") - another option is to loosen trans cooler line to radiator and run the car in neutral for a 30 seconds, it should pump out a qt or so, then tighten line and check fluid level. Be sure when you do check fluid level car is sitting level and check it in neutral (and not in park). If you check it in park you will get a higher than true reading.
