Light problems

Okay, so I have a 1998 dodge intrepid that has
some light problems. First, the tail lights remain on
even when the car is off. I can pull the brake peddle  
and it goes out but comes on when I let go.
Second, the head lights and blinkers do not work.
The highbeams work though. I checked the fuses
and none of them look blown. Any help would be
appreciated, thanks
